FOIA Request to Naval Postgraduate School Regarding Chinese National Students on June 3, 2025.
As part of our ongoing commitment to transparency and accountability in governmental affairs, we at the Monterey Times have submitted a Freedom of Information Act (FOIA) request to the Naval Postgraduate School. Our request seeks detailed information about Chinese National students currently enrolled at the institution.
Specifically, we are requesting documents or lists that identify all current students who are Chinese Nationals and their respective departments of study. If privacy concerns necessitate redaction, we have asked for the total number of such students and a breakdown by department.
Additionally, we seek information regarding scholarships awarded to these students. This includes the amount of each scholarship and its source. We are particularly interested in identifying any scholarships affiliated with the Chinese Scholarship Council.
Furthermore, we have requested any policies or procedures that outline how the university monitors students, including Chinese Nationals, to safeguard its Intellectual Property and other confidential information.
This request is made on behalf of The Coalition Opposing Governmental Secrecy, a non-profit organization dedicated to promoting transparency through public records access. As members of the media, our role in gathering and reporting news is vital for holding public institutions accountable and ensuring transparency for the public. We believe this qualifies us for a fee waiver as media professionals.
