Panetta, born in Washington D.C. and currently residing in Carmel Valley, expressed concerns about the implications of the proposed legislation.
On July 3, 2025, Rep. Panetta criticized Speaker Johnson’s extensive tax bill in a tweet stating that it “gives massive tax breaks to billionaires while slashing Medicaid, food assistance, clean energy, and rural health care” and noted that it would increase debt and deficits. He highlighted that the Senate had narrowly passed the bill before it returned to the House for further consideration (source).
Later that day, he addressed the potential impact on healthcare programs by tweeting about Medi-Cal’s significance as “the lifeline for 1 in 5 Americans, and half of our children.” He warned that the partisan reconciliation bill could severely undermine Medicaid and threaten essential community health services (source).
In another tweet on July 3rd, Rep. Panetta reiterated his opposition to what he described as “the Majority’s partisan tax bill” during a speech on the House floor. He argued that this legislative move represents “the largest self-inflicted wound to working families and to our economy in our history,” emphasizing that benefits for billionaires would be detrimental to working families (source).
