Rep. Jimmy Panetta highlights new bill aimed at helping longtime California homeowners

Rep. Jimmy Panetta, a U.S. Congressman representing California’s 19th district since 2017, used his social media platform on August 13, 2025, to address challenges facing longtime homeowners in the current housing market and promote legislation he has introduced.

In a series of posts, Panetta shared the story of two constituents: “After 20+ years in their San Jose home, Genii and Gregg were ready to downsize. But like so many longtime homeowners, they ran into a housing market where selling meant facing steep costs and limited options, even when just moving across town.” (August 13, 2025).

He continued by outlining the broader impact of these obstacles: “By making it easier for people like Genii and Gregg to sell, we can unlock more homes, improve affordability, and give more Californians the chance to find a place that truly fits their needs.” (August 13, 2025).

Detailing his legislative response, Panetta stated: “My bill would modernize the capital gains exclusion for home sales, helping longtime homeowners keep more of their equity so they can right-size, relocate, or retire, without losing their hard-earned savings to taxes.” (August 13, 2025).

Panetta’s focus on housing comes amid ongoing concerns about affordability and mobility for established residents in California. As background, Panetta was born in Washington D.C. in 1969 and currently resides in Carmel Valley. He holds degrees from the University of California, Davis (BA) and Santa Clara University (JD). Since succeeding Sam Farr in Congress in 2017 as representative for California’s 19th district—an area encompassing parts of Silicon Valley—he has worked on issues related to economic security and quality of life for his constituents.
