On April 7, 2025, Panetta referred to the suspension of funding for FEMA's BRIC program, attributing this decision to OMB Director Russ Vought. He made an urgent call to the FEMA Acting Director demanding the continuation of the program. "The FEMA BRIC program allows communities to invest in preventing and preparing for natural disasters. Unfortunately, OMB Director Vought is stopping the funding for BRIC. On Saturday afternoon, I had an emergency call the FEMA Acting Director to demand that this program continue."
